Answer
Look on the local ebay ans Craig's list for a good quality used bike. You may have to go with a bike with 24 inch wheels for a proper fit. Have your Dad go with to check out the bikes. You can also try the local Goodwill and Salvation Army stores.

I am a 15 year old boy, 5' 6", and I ride from 5-7 miles a day on sidewalks and roads. My budget isn't too much around 200-250 max. Also how many inch wheel would be perfect for me? My aim is to get taller and I have heard riding bikes are a good way to gain height. Thanks
Also what brand of bike is recommended?

Answer
Riding a bike alone will not help you get taller. Riding a bike will keep you healthy, which in turn will help you grow. Once into adult sized bikes, they are measured by frame size - not wheel size. So you need a bike with either 26" or 700C wheels. Stay away from bikes with 24" wheels. Kid's bikes. You're no longer a kid.

Now you need to determine how & where you will be riding. You stated mostly on the streets. Stay off sidewalks when possible. Yeah - a mountain bike looks cool. With the knobby tires, it's terrible on the streets. I would recommend a comfort and/or hybrid bike. Only one problem - your budget of $200-$250. All that will get is a piece of junk from a discount store. You're 15 now. You want a bike that will last? Stay away from discount store bikes.

I'd be looking on craigslist or other sites for a quality used bike. Look for brand names like Raleigh, Trek, Specialized, Giant, etc. The only good Schwinn is one that originally sold from a real bike shop. Discount store Schwinn bikes are in a different division - Pacific-Cycle...junk.

To look up a bike's specs & original price use BikePedia.com. Start in the upper left corner, choose the year, then the brand name, then the specific bike. Example: You will find a 2008 Schwinn Sierra GS listed because it came from a real bike shop. You will NOT find a Schwinn Link (sold at Wally World) listed because it's a discount store bike.
