Is there a difference between a fixed gear bike and a kids bike that has only one gear?

Yup. With a fixed gear bike, when you pedal backwards, the rear wheel will spin backwards. Not pedaling would stop you. The gear is essentially attached to the hub.

A single-speed bike, like a kids bike, has a freewheel, so when you aren't pedaling, or pedaling backwards, the rear wheel still rolls. In other words, the drivetrain only engages when the gear rotates in one direction

A fixed gear bike is a bike that only has one gear (and no way to change gears even if there were more than one gear) and no freewheel. That means that as long as the rear wheel is moving, the pedals are also going around, which in turn means that you always have to keep your feet moving when the bike is moving -- even downhill. Most fixies (as they're called) also don't have any brakes as brakes are not really needed.

As for why all the emo kids are riding them, I can't really answer that because I'm living halfway around the world where there are no emo kids. But from what I've been reading in cycling mags, fixies are very popular right now; they're a fad and the emo kids probably think they are cool for riding them.
