Get a 50cc bike for him but only allow use under supervision as at that age they don't have complete control of their reflexes. One of my kids started at the same age so I have nothing against them being on a bike as long as supervised. We spent lots of hours running along side to make sure the kids didn't hurt themselves. Great exercise.
I am not a fan of trainer wheels on bikes as have watched heaps of kids with them and the trouble is unless the surface is completely smooth as soon as the bike wheel goes into a rut the trainer wheels get stuck straddling the rut and the kid usually falls off anyway. So just do some research on those before getting any.
Don't buy a cheap helmet although it is really hard to get good expensive ones for kids as most are made from plastic. but do your best and above all get them fitted for it as a sloppy helmet does nothing

1. be a diffrent color
2. a TAD bit bigger (not by that much)
3.cheap like this one. and can still go in the grass and on the streets
